促进农村土地承包经营权流转的对策研究

平稳有序地流转土地承包经营权解放了农村生产力,促进了农村繁荣、农业增效和农民增收。文章分析了当前我国在推进农村土地流转过程中存在的主要问题,并从制定政策措施、完善市场体系、健全管理机构和财政政策等方面提出了对策。

The smoothly and orderly transfer of land contract and management rights liberated rural productivity, promote rural prosperity, agricultural production and farmers＇ incomes. The paper analyses the main problems exist in current process of promoting transfer of land in our country, and puts forward measures from the aspects of policiy setting, market system improving, sounding management and fiscal policy.
