政府在科技成果转化过程中的主导作用研究——来自北京的经验

The Roles of Government in the Transformation of Scientific and Technological Achievements——Experience from Beijing

中国科技成果转化率低,科技资源浪费十分严重。通过剖析政府介入科技成果转化的必要性,并基于政府的视角,研究科技成果转化过程中存在的问题,最后借鉴北京市政府推动科技成果转化的成功经验,为中国政府介入科技成果转化提出政策建议。

Transformation rate of China’s was low,which illustrated the waste of science and technology’s resources was very serious.This paper,in one hand,theoretically analyzed the necessary of government intervention in scientific and technological achievements transformation,in the other hand,studied the major obstacle of the transformation of scientific and technological achievements in China with a view of Government.Finally,the paper made appropriate suggestions in order to enhance the transformation rate of China.
