摘要
关于农村集体建设用地直接入市交易,国土资源部只在一些城市进行过试点,并没有推广。随着滨海新区的开发开放,必将迎来新一轮的投资发展热潮,有限的土地资源和日益增长的建设用地需求之间的矛盾越显突出。滨海新区作为继上海浦东新区之后第二个综合配套改革试验区,在土地等方面享有先试先行的优惠政策。本文就滨海新区推行该流转方式的客观背景、现实意义等方面进行了阐述。
About the rural collective construction land directly enter the market transactions,There are ministry of Land and only trial conducted in some cities as pilots,and had no promotion.With the development and opening of Binhai New Area,it will have i new investment and development boom.The contradiction between the limited land resources and increasing demand for construction is becoming more and more evident.Binhai New Area,as the second comprehensive reform pilot area after Shanghai Pudong New Area,the first try to enjoys preferential policies to advance.This paper disscuss the practical significance and the objective background of practicing the circulation at Binhai New Area.
