Rethinking on Land Reserve System in Urban Management

制定合理城市土地储备制度是城市用地制度的再一次创新,是更进一步深化城市用地制度改革的一种客观要求。然而,在城市土地储备制度运作的实践中还存在若干需要进一步解决的问题建立和完善我国城市土地制度,关键是要构建科学合理的土地储备运行机制、建立城市土地基金、健全和完善土地市场以及城市土地储备制度的法律支持体系。

Formulating the city land reserve system is the system of urban land again,is further deepen the innovation of urban land use system reform of an objective requirement.However,in the city land reserve system operational practice still existing some problems that need further effort to establish and perfect the system of urban land,the key is to construct a scientific and reasonable system of land reserve mechanism,establishing the city land fund,and perfect the land market and the city land reserve system of legal support system.
