《三国演义》作为明清小说在越南整体传播链上的重要一环,对越南的文学和社会都产生了深远影响。本文着重考查《三国演义》对越南汉文历史小说在艺术形式、思想内容以及历史观上的影响及其原因。

In current China,the practice of local governance began with the reform and open in 1978.30 years of reform and open policy for have obtained magnificent achievement.It has proved that the Chinese characteristic local governance has superiority.In the meantime,we also note that Chinese characteristic local governance is still during the development,and this still has decided its deficiency.Especially,there are many problems in political ecology intergovernmental relations.In view of contemporary local governance,we believe that should be consummated from the following aspects：first,it should be in accordance with the law exactly.The responsibility and authority of governments at all levels should be exactly regulated.Secondly,we should follow the principle of consistency of business power and financial power,with responsibilities divided at all levels of local governments below province.As soon as possible establishes the financial transfer and payment system on the basis of the equalization allocation.Thirdly,change the gradient decentralization to the balanced decentralization.At last,perfect the production way of local authority officials,and give guidance to local officials in establishing a scientific notion.
