The Duties for Public Libraries

公共图书馆承担着保障民主权利、促进社会公平、发展文化公益、提高资源利用等责任。认真履行公共责任是建立公共图书馆合法性基础的重要途径,积极拓展公共责任空间是增加合法性资源的有效方法。从某种意义上说,公共图书馆责任的实现过程,也就是发展壮大公共图书馆事业的过程。因而,必须强化公共精神、建立监管机制、提高履行责任的能力,确保公共图书馆公共责任的实现,并在承担公共责任的过程中促进公共图书馆事业的发展。

Public libraries have responsibility to guarantee democratic rights,promote social equity,enrich cultural welfare and increase the use efficiency of resources,etc.Taking the public responsibility seriously is one of important means of establishing legality grounds for public libraries,while enlarging the room for public responsibility constitutes one of effective ways to increase legal resources.The realization of public library responsibility is an indispensable process of the development and augmentation of public librarianship.Therefore,we should strengthen public spirit,establish supervising mechanism and improve ability to realize public responsibility,in order to realize the responsibility of public libraries and promote the development of public librarianship.
