摘要
岳阳市推行的领导干部无为问责制是我国内地第一部关于领导干部无为问责的规范性文件,开全国之先,其问责办法较为规范,可操作性较强,实行单列监督管理,在一定程度上填补了干部惩戒和激励中的制度性空白,并在一定程度上填补了法律空白。其成就在于有效畅通了群众监督渠道,切实转变了干部工作作风,较好完善了干部管理方式,提高了领导发展、构建和谐社会的能力。同时就如何完善岳阳市领导干部无为问责制提出可资借鉴的建议。
The accountability system for leading cadres' inaction carded out by Yueyang city is the first regulatory documents on the accountability system for leading cadres' inaction in Chinese Mainland, which is taking the lead in our country. With its standardized accountability measures, strong operability and the implementation of separate supervision, the accountability system, to some extent, has filled these gaps in the system of cadre discipline and motivation and the law. It has effectively smoothed the mass channels of supervision, practically changed the work style of cadres, preferably improved the management of cadres and enhanced the capacity of the building and development of a harmonious society. Here are some referential suggestions on how to perfect the accountability system for leading cadres inaction.
