Urban planning model based on participatory governance theory

城市规划是一个利益相关者的利益博弈和资源分配的过程,因此要超越单纯就空间论空间的思维模式,推动城市规划模式的转型。引入参与式治理理论,构建城市规划新型的协商合作模式,可以将公民参与提升到治理的高度。城市规划协商合作模式的核心是建立一种权力—权利的制衡机制,将政府主导和公民赋权有机结合起来,夯实政府合法性基础,推动有序有效的公民参与。

Urban planning is a game of stakeholders and a process of resource allocation. Therefore, in promoting the transformation of urban planning model, we must go beyond the mode of thinking of mere space for space, and raise the public participation to a new level by introducing the participatory governance theory and constructing a new deliberation and cooperation model of urban planning. The core of the deliberation and cooperation model is to establish a power- right balance, which combines organically the governmentled behavior and the citizen rights, and consolidates the legitimacy of the government, hence promoting the orderly and effective public participation.
