农业的弱质性、农民的弱势性以及农村社区的脆弱性使风险分散的市场机制失灵,农村风险的公共性凸显。农村公共风险引发的巨大社会风险不仅会外延到农村政治、经济和文化各个方面,而且会对城镇乃至整个国家安全和国民经济社会发展带来较大的负面影响。改革现行农村公共风险管理体制,创新农村公共风险管理方式是政府化解和防范农村公共风险、提高农村公共风险管理效率的关键所在。

Owing to the agricultural industry＇s weakness ,peasants＇ weak position, and rural community＇s fragility, a situation of market failure occurs in the rural public risk management, so the public nature of rural risks has been greatly highlighted. Major social risks which are triggered off by rural public risks not only affect politics, economics,or culture of rural society,but also have a negative impact on local or even national security and economic development. The key points for the government to resolve and prevent rural public risks and improve the efficiency of rural public risk management are to reform the existing system of rural public risk management and to innovate patterns of rural public risk management.
