Japan has been actively carrying out seabed surveys in order to obtain high seas mining area and extend the borderline of its continental shelf. At the same time Japan has been implemented the large R＆D projects , and promoted the regulations construction, stresses the nation＇s leading role in promoting the seabed min- eral resources development. Japan＇s policy practice of seabed mineral resources development provides us some useful revelations in the aspect of national responsibility, long-term plans, environmental protection and cooperation with international etc.
