农村基础设施规模及其协调发展判定研究

农村基础设施规模及其发展水平是影响农业发展、农民收入、农村投资吸引力和辐射能力,制约农村发展的重要因素,同时关系到社会主义和谐社会的建立。长期以来,由于在我国"二元"经济结构影响下,农村基础设施供给严重不足,特别是税费改革之后,乡镇政府和村级财力大大减弱,农村基础设施甚为薄弱,三农问题日趋严重。基于此,在对农村基础设施规模进行系统的构成分析和影响因素分析的基础上,提出一种判定农村基础设施规模协调发展的定量方法,以期为农村基础设施管理和发展规划提供有效的决策支持。

Rural area infrastructure scale and its development level affect the agriculture development, peasants＇income, attracting capability as well as radiating capability of rural area investment restrict the rural area＇s development. They are of importance of the building - up of socialist harmonious society. For a long time, the dual economy system leads to the deficiency of rural infrastructure supply. Espeeially after the tax - fee reform, the financial resource is weakened greatly in villages and towns government, causing weak rural infrastructure. For the above conditions, this paper systemieally analyzes the structure and influential factors of rural infrastructure scale, proposes a quantitative method for judging the harmonious development of the scale of rural infrastructure, so that this special research can help to support the judgment of rural infrastrueture management and development.
