浅谈医疗损害事件的处理——写在《云南省医疗损害事件处理规定》实施之际

本文在《云南省医疗损害事件处理规定》发布实施之际，着重对医疗事故、医疗差错、医疗意外这三类医疗损害事件的界定、处理及比较国务院１９８７年颁布的《医疗事故处理办法》、《医疗事故处理办法实施细则》和云南省于１９９８年９月２９日发布的《云南省医疗损害事件处理规定》这三项重要法规、细则、规定之间的区别，对《云南省医疗损害事件处理规定》产生的背景、必要性、卫生行政管理部门在医疗损害事件处理过程中的职能及目前待研讨的配套法规。

At the time of 〈Yunnans Regulations of Dealing with Medical Harm Incident〉 was enforced, the authors write this article to give the definition and treatment of medical malpractice, medical accident and medical mistake. The difference of 〈method of treating medical malpractice〉, 〈details of performing the methods of treating malpractice〉 issued by the State Council in 1987,and 〈Yun nans Regulations of Dealing with Medical Harm Incident〉 also provided. This article describes in details the background and necessity of launching 〈Yunnans Regulations of Dealing with Medical Harm Incident〉, the function of health administration in the processing of dealing with the inci dent, and the suitable regulations and management in future.
