By the empirical study of political culture in Italy, Mexico, Germany, the United States and the United Kingdom, Almond considers that the civic culture is a mixed culture, a balance of culture and participant culture, which can promote the good functioning of democracy. His theory of civic culture has great signif- icance for the study of political culture, but this theory also has some flaws.
