摘要
随着现代管理理念的深入,政府要求构建基于现代人力资源开发的,在培训内容与应用、模式结构与方法选择方面创新的公务员非正式培训模式,这是建设学习型政府的重要条件,是公务员自我实现和发展的要求,也是现代政务演进和扩展的需要。政府要营造组织氛围、创新激励机制、创造文化环境等条件支持非正式培训,以适应现代行政管理和提升公务员人力资本的需要。
With the in -depth of modem management concepts, government requires to build a civil servant informal training model based on modem human resources development to innovate the training content and applications, model structures and method selection. This is not only an important condition for building a learning - oriented government, civil servant development and their self - realization, but also the need for the evolution and expansion of modem government. The Government should create organizational climate, innovation incentives, cultural and environmental conditions to support the creation of informal training to adapt to the modem administration and enhance the needs of civil service human capital.
