高等教育质量的提升与高校办学自主权的落实

Upgrading of Higher Education Quality and Implementation of the School-running Autonomy of Higher Learning Institutions

质量是高等学校改革与发展过程中的永恒命题。高等教育质量的提升,一方面需要深化高校管理体制改革,落实高校办学自主权,使其主动承担起培养高水平人才的责任;另一方面需要理顺政府、社会与高校关系,依法确立高校与政府的权力边界,积极回应社会对高校办学质量的问责。

Educational quality is an eternal theme to reform and development of higher learning institutions.To upgrade the educational quality of higher education,for the first place,higher learning institutions need to deepen the reform of their system of administration,implement school-running autonomy and initiatively take the responsibility of training high-level talents.For the second,they need to regulate the relationships with government and society,determine the line of power between government and higher learning institutions themselves and actively respond to social inquiries about their educational quality.
