摘要 义务教育公平是指所有适龄儿童、少年公正、平等、充分地享有教育机会、教育权利和教育资源等条件,以期实现个体健全、充分发展的教育状态。义务教育公平从形式上可分为起点公平和质量公平。义务教育公平在宏观上具有全体性、免费性、平等性、非排他性等特点;在微观上具有教育目标的唯一性、教育内容的统一性、教育过程对待的公正性、教育质量的保证性等特点。 Justice of compulsory education means educational state that all school-age children,adolescents have educational opportunities,the educational right,educational resources fairly,equally and fully.It includes the justice of starting point and the justice of quality.The starting point justice of compulsory education is an educational state that all school-age children,adolescents have educational right.The quality justice of compulsory education means an ideal result that individual enjoys internal resources of education equally in the process of receiving compulsory education.Justice of compulsory education has some features of comprehensiveness,no fees,equality,non-exclusion.Justice of education includes the justice of starting point in compulsory education and the quality justice of compulsory education.
