南水北调工程征地移民工作问题分析及政策建议——以淮安市南水北调截污导流工程为例

Main Problems and Its Countermeasures in Resettlement of the South-to-North Water Transfer Project——take Huai'an's interception and diversion project for instance

淮安市南水北调截污导流工程征地移民安置工作包括工程征地移民和环境移民,工程范围涉及城区、郊区和农村。存在的问题主要有:征地拆迁补偿标准低、不同阶段、范畴的工作衔接难度大、矛盾错综复杂协调难、征迁手续办理难等。进一步推动南水北调工程征地移民安置工作,应从缓解地方财政压力、强化地方政府职能、实施动态管理、兼顾地方拆迁法规等方面做出政策调整与完善。

The land requisition and resettlement work of Huai＇an＇s pollution water diversion project involves the land reguisition emigrants and en- vironments emigrants in the urban, suburb and rural areas. The main problems are： low standard compensation of land acquisition, hard work joint of different phases and mediation of complex contradiction, etc. The countermeasures should be taken into aeeount to accelerate the land requisition and resettlement work： relieve the financial pressure of local government, strengthen local governmenfs functions, implement dynamic management,to pay attention to local relocation law and so on.
