摘要
以战略人力资源管理的权变观点和资源观点为基础,研究组织战略与人力资源战略的关联性。权变观点认为,人力资源战略是由组织战略决定的,组织战略与人力资源战略之间是一种单向的、支持与被支持之间的关系;而资源观点认为,人力资源战略既要根据组织的整体战略制定,同时人力资也影响组织的战略制定,组织战略和人力资源战略之间是一个双向影响的关系。最后提出这两种观点在理论分析和实证检验方面的局限性。
This paper attempts to make an analysis on the relationships between organizational strategy and human resource strategy,based on the contingency view and resource-based view of strategic human resource management.In contingency approach,human resource strategy is believed to be determined by organizational strategy,and there would be unitary relationship including supporting and being supported parties,while in resource-based approach,human resource strategy is determined,on one hand,by organizational strategy,and in turn,it exerts great influence on organizational strategy.Therefore,a bilateral relationship is established.At last,some limitations and restrictions are found out for the above approaches on both the theoretical and experimental fields.
