合理配置基层法院法官资源的探讨

A Discussion of Reasonable Allocation of Judge Resources in Lower Courts

法官资源配置得是否合理直接影响着司法效率和司法公正。由于基层法院处于实现司法公正的首要环节,并且承担着最为繁重的审判任务,因此,为了实现司法公正、提高司法效率,应当从优配置基层法院的法官资源。针对我国基层法院法官资源数量不足、质量不优等问题,应当尽快加以解决。一是要重新配置基层法院内部的法官资源;二是要将上级法院的优质法官资源向基层法院倾斜;三是实行基层法院之间法官资源的交流与共享。

That whether judge resources are reasonably allocated influences judicial efficiency and fairness directly. Since lower courts are the essential step and carry the heaviest judicial task, judge resources there must be allocated in priority for judicial fairness and efficiency. To promptly deal with the issue that excellent judge resources are insufficient in China＇ s lower courts, firstly, judge resources in lower courts should be reconfigured; secondly, excellent judge resources in higher courts be dispatched to support lower courts; thirdly, judge resources be exchanged and shared among lower courts.
