我国知识产权富集区域政策溢出效应研究

Study on the Policy Overflow Effect of the Intellectual Property Rich Regions in China

对我国知识产权富集区域进行界定,并运用系统论阐释了政策溢出的实现机理,从而描绘出知识产权富集区域政策溢出的现象。进而从我国的地方知识产权政策着手,实证剖析政策溢出的链传递效应、振荡效应、波及效应、晕轮效应。通过区位样本、周期样本和特殊样本的设置,落点于我国知识产权富集区域政策溢出效应研究的决策应用价值。

This paper depicts the phenomena of the policy overflow through the evaluation of the intellectual property rich regions,and elucidates the implementation mechanism of policy overflow through system theory.Beginning with local intellectual property policy,this paper then describes in details the effects of policy overflow,i.e.chain transmission,vibration,ripple and halo.By setting up the location samples,periodical samples and special samples,the application of the study on the policy overflow effect has been presented in the decision-making process.
