以消防救援为基础组建国家综合应急救援队伍的迫切性

The urgency of establishing national synthesis emergency rescue force based on fire fighting rescue

组建政府综合应急救援队伍是一项惠及民生的社会性系统工程,也是完善政府应急管理体系建设的一个新课题。通过从公安消防部队建设发展与灭火抢险救援作用发挥的现状入手,科学分析当前政府综合应急反应机制存在的突出问题,提出我国必须依托公安消防部队尽快建立一支政府直接领导的综合应急救援队伍,既是形势和任务发展的需要,也是符合国情、与国际接轨的举措。

It＇s a new and system project to establish a synthesis emergency rescue force for the good of people and government. The problems with synthesis emergency respond mechanism were analyzed based on the establishment of fire force and effect of fire fighting and rescue. A synthesis emergency rescue force lead by government must be founded based on fire fighting force. It＇s the need of country situation and task and it＇s the concept and measure to be in line with the whole world.
