在介绍安全科学概念和安全科学理论发展的基础上,基于安全科学理论对火灾隐患进行分析,提出了广义火灾隐患的概念和相对消防安全的观点。提出通过火灾隐患整治、消防科学研究、消防安全宣传教育、消防法制化建设等手段,达到本质消防安全的工作目标。

The concept of safe science and the development of safe science theory are briefly introduced, and the concept, of generalized fire danger and the outlook of relative fire safety are put forward through the analysis of fire danger based on the theory of safety science. It is suggested that the target of inherent fire safety can be reached through measures such as fire deficiency correction, fire science and technology research, fire safety knowledge publicity and education, fire legal system enhancement, et al.
