The Comparative Study on Human Resource Policy of High-tech Developing Zone in Pan-Bohai Area

环渤海地区目前成为我国发展最为迅速的地区之一，区内的高新区更为区域发展提供了强大支持，运用模糊·聚类分析的方法，通过高新区科技人才政策指标体系的构建，对环渤海地区十个高新区进行人才政策评价研究，并得到动态聚类谱系图．从而为各高新区的人才政策的制定或调整提供科学的依据。

Pan-Bohai area is one of the most rapid developing zone in our country now and the high-tech developing zones in Pan- Bohai area offer great support for the development of the area. This paper uses the method of Fuzzy Cluster Analysis and builds the scientific and technological human resource police index system of high-tech developing zone to study and appraise the human resource policy of ten high-tech zones of the country, resulting in the dynamic clustering pedigree chart which will provide scientific basis for developing and adjusting the human resource policy of the high-tech developing zone.
