西部农村基础设施建设水平与地区差距——基于2000～2007年数据的解析

The Infrastructure Level of Western Rural Areas and the Regional Disparities——Based on the Data from 2000 to 2007

西部地区农村基础设施建设水平,从建设质量和民众对基础设施可及性来看,远低于东部、中部和全国平均水平是不争的现实。西部农村基础设施的建设和普及要向提高民众受益度的质量方面转变。国家应把新农村建设政策支持的重点放在西部地区,加大对西部农村的基础设施及农业基础设施特别是农田水利设施建设的投入。

Frem the perspectives of construction quality and the public infrastructure access, the infrastructure level of western rural areas is far lag behind the level of eastern, middle, and the average level of the whole country. The construction and the popularization of the infrastructure in western rural areas should be changed to pay more attention on the benefit it can bring to people. The government should give more policy support of new countryside construction to western regions, and increase the investment in rural infrastructure and agricultural infrastructure, especially the farmland water conservancy construction.
