对基层社会矛盾与社会冲突化解机制问题的思考

Reflections on the Solution Mechanism of Basic Level Social Contradictions and Conflicts

为了预防和化解社会矛盾,各地已形成了一套与社会发展相适应的矛盾纠纷解决机制和政策措施。但从总体上看,还存在预防和化解社会矛盾的制度和机制不够健全,社会矛盾的处置力度较弱、成本较高等问题。为此,必须坚持在改革发展中解决矛盾的原则,必须着眼于实现好、维护好、发展好最广大人民群众的根本利益,必须做到依法、公开、公平、公正。要从预防机制、预警机制、应对机制、保障机制等四个方面强化基层社会矛盾与社会冲突化解机制的建设与完善。

In order to prevent and solve social contradictions,various areas have formed disputes solution mechanism,work mechanism,government measures and a system of solving resources which adapt to the development of the society.But,generally speaking, the system and mechanism of preventing and solving social contradictions is still not perfect,the ability of dealing with social contradictions is still very weak,some social contradictions accumulate continuously and become serious hidden troubles of social development.The careful and skillful handling of basic level social contradictions and conflicts in new situation should be based on the rule of solving problems in the reform and development.It must realize, maintain and develop people＇s fundamental interests.Meanwhile,it must be open,fair,just and according to law.Moreover,the construction and perfection of the solution mechanism of basic level social contradictions and conflicts should be strengthened in the following four aspects：prevention mechanism,warning mechanism,coping mechanism and guarantee mechanism.
