农民利益诉求之表达权的缺失与救治

Peasants' Benefit Resort:Right to Express

农民表达权在实现过程中面临多方障碍,包括强势群体的利益剥夺、农民组织的缺失、农村经济文化的落后、传统观念的束缚和农民政治意识的冷漠,这些直接制约了社会公平正义的体现以及和谐社会的构建。要实现农民表达权,必须打破强势利益集团对农民表达权的垄断,建立农民表达权的组织保障机制,改变农村的经济状况,增强农民自身参与政治的意识及能力,完善法律保障制度。

The difficulties are obvious for the peasants to realize their right of expression,concerning the benefit deprivation by the power group,lack of peasants＇ organization,cultural backward of rural economy and culture,their lack of political consciousness.Therefore,it needs to end up the right of expression monopolized by the powerful group by establishing a safeguard mechanism for the organization of peasants＇ right to change the economic state of the country,improve their awareness and competence for the peasants to take part in politics,and perfect the law safeguard system.
