随着资源环境要素制约的加剧,经济增长必须转到依靠技术进步的轨道上来。如何实现科技政策与产业政策的协同整合,成为经济发展的重要议题。从科技政策与产业政策的关系出发,提出了产业政策与科技政策的结合点主要集中在产业技术政策领域,科技政策通过产业技术政策服务于产业政策。

Along with the constraints intensifying of resource and environmental factors, economic growth must rely on technological progress track. How to make science and technology policy and industrial policy collaboration and integration is an important issue of economic development. This paper analyses the relation of science and technology policy and industrial policy, and proposes science and technology policy and industrial policy mostly combined with the areas of industrial technology policy, science and technology policy serve industrial policy through industrial technology policy.
