摘要 绩效管理作为现代公共管理学的重要内容之一,对国税部门实现科学管理具有重要的借鉴价值。把绩效管理的理念引入到国税基层行政管理当中,建立一套完善的、符合本系统发展要求的绩效评价系统,对加强基层建设,进一步提高干部素质,激发队伍活力,推进国税事业长足发展,有着重要意义。本文探索了以职位分析、岗能匹配和教育培训为基础,以基本素质、专业能力和工作绩效评价为核心,以建立激励机制、约束机制和反馈改进机制为保障的税务人员综合绩效评价体系,不断提升了干部队伍科学化精细化管理水平。 Performance management as an important part of modern public management has the reference value for the realization of a scientific management of state tax departments. Applying the performance management theory to the grassroots administration management of state tax departments has an important meaning for the strengthening of grassroots management, further improving of the quality of cadres, inspiring a dynamic team and driving the complete development of state tax industry. Based on the position analysis, matching of position and ability and educational training, the core of basic quality, professional ability and work performance evaluation, the paper explores the establishing of tax officers" comprehensive performance evaluation system which makes the encouraging mechanism, restricting mechanism and feedback mechanism as the guarantee and continuously improves scientific and meticulous management of cadres.
