The paper industry, one of China's traditional manufacturing sectors, has been ? ourishing for decades and playing a substantial part in the country's exports. In contrast to other industries whose exports kept decliningin the economic crisis from 2008 to 2009, the paper industry developed steadily in the international market. However, China's paper industry faces economic and policy environments outside its local market that are morecomplicated than inside. Many trade frictions and intense disputes arose in the second half of 2009 while industries began to rebound with the aid of the recovering global market. The earthquake and some other unforeseeabledisasters elevated the costs of wood pulp and some other raw materials. The Chinese government also started to eliminate outdated capacities in the paper industry and to integrate ineff icient enterprises. And all thesemeasures will be enhanced to optimize the industry structure and to improve the competitiveness of China's paper products in the global market. Obviously, China has a detailed plan for its paper industry's development.
