低碳经济的概念辨识及核心要素分析

Clarification of the Concept of Low-Carbon Economy and Analysis of its Core Elements

虽然发展低碳经济已成为国际共识,但各界对于低碳经济的概念界定却不统一。本文认为,低碳经济是一种经济形态,低碳转型过程具有阶段性特征。低碳经济发展水平与发展阶段密切相关,同时也受制于资源禀赋、技术水平、消费模式等多种驱动因素。低碳经济与绿色经济、循环经济在概念上既有联系又存在差异,低碳实践必须消除对低碳经济概念认识上的误区。

Although the development of low-carbon economy has become an international consensus, there is no unified definition on the concept. This article defines the low-carbon economy as an economic form and transition to low-carbon economy is developmental, or the development level of the low-carbon economy is closely related to the stage of development for an economy. Meanwhile, it is also subject to such driving forces as natural resources, technology advancement and consumption patterns. The concept of low-carbon economy share similarities with 'green economy' and 'circular economy', but they are different from each other. Some misunderstandings about low-carbon economy must be clarified.
