摘要
选择四川省汶川地震某受灾城镇492名居民作为研究对象,采用路径分析方法研究巨灾应对的应急处置阶段和恢复重建阶段基层政府的绩效与受灾群众满意度之间的关系。结果显示,应急处置阶段的基层政府绩效对受灾群众的累积满意度没有直接影响,而是通过恢复重建阶段间接加以影响;无论是应急处置阶段还是恢复重建阶段,基层政府的能力都是影响受灾群众满意度的关键因素;工作效率对受灾群众的满意度影响不显著。因此,基层政府的治理能力建设是提升受灾群众累积满意度的关键要素,同时灾区建设不应将效率作为基层政府绩效评价的主要指标。
This investigation chooses 492inhabitants in one town of Sichuan Provience,one of the most catastrophic areas of the Earthquake,and the method is path analysis so as to observe the relationship between basic level governments 'efficacy at the emergency stage in dealing with the catastrophe and the suffering mass 'satisfactory level.The result shows that the efficacy at the emergency stage has no immediate influence upon the latter,but played an indirect role at the recovering and reconstructing period.In whatever time,the ability of the basic level governments is the key factor that affects the satisfactory level,while the work efficacy is not significant.
