我国国防科技工业能力协调发展体系的构建

A Study on Coordinated and Balanced Development System for Defense-Related Science,Technology and Industry

国防科技工业能力的协调发展是军民融合式发展的重要内容,也是军民融合式发展的实现途径。本文探讨了国防科技工业能力及其协调发展的基本内涵,从国防科技工业与国民经济建设之间的外部协调和国防科技工业各相关领域之间的内部协调两个方面,以及在宏观、中观、微观三个层面初步构建了我国国防科技工业能力协调发展体系,体系具有协调平衡、资源配置、完善机制、统筹兼顾的功能;并针对体系在装备供给保障能力、自主创新能力、军民结合能力三个方面的发展目标,提出了相应的措施建议。

The coordinated and balanced development for defense-related science, technology and industry is an important content for the path of development featuring military and civilian integration, also it＇s an approach to achieve this integration. This paper studies the basic connotation of the capacity and the balanced development for defense-related science, technology and industry. From two aspects-one is the external coordination between de- fense-related science, technology, industry and national economic construction, and the other is the internal coordi- nation of related fields within defense-related science, technology and industry, and also from three levels which are macro-level, meso-level, and micro-level, the paper primarily constructs system for our nation＇s defense-related science, technology and industry, allocating, mechanism improving, and overall planning. The paper also a coordinated and it has functions of balanced development coordinating, resource puts forward measures and suggestions in regard to the system＇s three goals concerning capacity for equipment supply and maintenance, independent innovation, also military and civilian integration.
