欧盟可持续公共采购经验和对中国的启示

Experience from Sustainable Public Procurement of EU and Enlightenment for China

可持续公共采购(sustainable public procurement,SPP)放弃单纯依靠价格决定的模式,在采购中使用经济、环境和社会的综合标准评价产品和供应商,刺激可持续产品市场并推动社会的可持续发展。欧盟是SPP的先行者,在实践中形成了完善的SPP系统。文章以欧盟7个成员国实施SPP的情况为主要研究对象,从程序、评价指标体系和SPP工具方面探究了欧盟SPP的运行方式、经验与问题。在分析中国SPP发展现状基础上,指出了对中国的启示。

Sustainable public procurement （SPP） applies integrated evaluation factors system that is composed of economical, environmental and social criteria instead of making price as the most important standard, which stimulates sustainable product market and promotes sustainable development of society. EU began early in SPP and formed a perfect SPP system. The situations from seven countries of EU were studied to conclude the operating pattern and successful experience of EU in aspects of procedure, evaluation factor system and tools of SPP, as well as problems that EU have met. On the basis of analysis of SPP development situation in China, suggestions were brought forward for SPP development in China.
