新疆是全国五大牧区之一。新牧区建设是新疆新农村建设不可或缺的重要组成部分。牧区和农区经济社会发展水平差距明显,牧区远远落后于农区,很多牧区尚不具备建设新农村的基础条件。因此,新牧区建设是对新农村建设提出的新课题。文章在牧区地位的基础上,深入分析新牧区建设的艰巨性,提出加快牧区发展,推进新疆新农村建设的对策建议。

As one of the traditional pastoral areas in China, its construction is important in new rural construction in Xinjiang. However, there exist great discrepancies in economic and social development level between pastoral and rural areas. Many pastoral areas don＇t possess basic conditions of constructing new countryside. Therefore, new pastoral construction constitutes a new subject in new rural construction. The paper, based on the analysis of the position of pastoral areas, probes into the arduousness of its construction and puts forward countermeasures in accelerating its development and promoting new rural construction in Xiniiang.
