西部大开发的环境法制体系缺失与建设对策

The Weakness and Optimization Proposal to Environmental Law System in the Western Development Strategy

可持续的资源利用、生态环境的保护和稳定的生态系统是直接关系到西部大开发战略顺利实施的重要问题。完善的环境法律体系保证是西部大开发持续深入的关键所在。近二十年来由于环境法律体系的疲软,致使西部地区面临的环境压力越来越大。文章从西部大开发中资源环境保护存在的主要法律问题为突破口,以可持续发展为基本原则,提出了加强资源环境法律体系建设的具体措施。

The environment protection, resource utilization and ecosystem stability are related to the successful of the Western Development strategy. Perfect environmental law system is important to accomplish the Western Development strategy. Last two decades, the western region faced to environmental pressures more serious because of environmental law system＇s weakness. In this article, the environmental law system＇s weakness has been considered a breakthrough to research to strengthen the legal system. And based on the basic principles of sustainable development, some specific measures of improvement the environmental law system in the Western Development Strategy is proposed.
