通过对我国12个省34个国家重点林木育种基地和省级林木良种基地的考察，评述了我国林木良种基地建设现状；以历史发展实践，论述了持续经营、正确决策的重要性；着重阐述了国家重点林木良种基地的定位和规划工作；提出了建设好国家重点林木良种基地的关键技术；强调必须实施良种生产建设与科研并进的政策。林木育种才能取得显著成果。
