Western countryside public service supply problem research

我国地区间农村公共服务供给水平差异较大,改善西部农村公共服务供给现状,对西部经济的发展具有重要意义。本文通过分析西部农村公共服务供给的现状和影响因素,针对存在的问题,从建立健全公共财政投入机制,树立科学的公共服务理念,完善筹资机制,确定合理的财政支出结构,构建公众参与的公共服务监督评估系统四个方面提出了改善西部农村公共服务的对策。

The supply of public service in rural areas varies according to region.Improving the situation of public service in rural areas of West China is important for economic development of western areas.After analyzing the current situation and the affecting factors of public service supply in western rural areas,this paper puts forward improving measurements in accordance with its problems.That is,to improve the input mechanism of public finance,to set up scientific ideas,to complete the fund-raising mechanism,to optimize the structure of budgetary expenditures and to encourage public supervision and participation.
