湖北省实施山、水、陆可持续发展战略的初步构想

A preliminary conception of implementing the strategy of the sustainable development of the mountain, water and land in Hubei Province

湖北省自然条件复杂多样，社会经济发展地域差异很大，可持续发展地区间各有选择重点：山地可实施绿色战略，开拓绿色产业；平原地区结合防洪实施蓝色战略，开拓水上产业；强化区域中心武汉市并启动鄂中与鄂东两翼，实施陆地的灰色战略，开拓第二、第三产业。

In Hubei Province, the natural conditions are complex and varied, the development of economy and society has great regional differentials, so each sustainablly developing area has its own key choice:to afforest the mountain districts and exploit green industries in mountain areas; to implement blue strategy and exploit water industries combined with a flood control in plain areas, and strengthening regional centre of Wuhan and starting the two wings of Central and East Hubei, to carry out gray strategy and develop the secondary industry and tertiary industry. These strategies can make Hubei devetop in a sustainable way.
