对邯钢专用铁路货运业务前移的思考

摘要 通过分析邯郸钢铁集团专用铁路货运业务前移的背景,提出了实行路企调度指挥人员集中办公、成立邯钢铁路指挥中心、提高装卸车作业质量等实施货运业务前移的措施,取得了减少返厂车数量、压缩邯钢厂停时间、提高装卸车效率等效果,最后阐述了加强企业的配合、提高直通运输的比例、加强企业运输人员管理机制建设、提高货运人员检测手段等完善货运业务前移的建议。 After analysis on the background of handling freight transport on the special railway of Handan Steel Group through closer coordination with its production plan,the paper puts forth some ideas to improve efficiency,including railway dispatchers working together with Handan Steel Group dispatchers,built-up of Handan Steel Railway Command Center,enhancement of loading/unloading quality so as to gain achievements including reducing the number of return-to-factory vehicles and detention time in the enterprise,and improving the loading/unloading efficiency.At last,the authors give suggestions to better implement the freight service coordination between railway and Handan steel group,including strengthening the coordination from the group,raising the proportion of through traffic,strengthening the construction of management mechanism of transport staffs at the group,improving the inspection methods of freight transport staffs in the group.
