从公民与公共政策的关系角度探析政府公信力问题

An Analysis of Government Credibility Through the Perspective of the Relationship Between Citizen and Public Policy

当前,我国政府公信力问题越来越受到人们的关注,而政府公信力通常反映在公民与公共政策的关系之中。从这个角度对政府公信力问题加以分析,可以看出造成我国政府公信力问题的行政制度、行政观念、行政行为等方面的缺陷,是基于公民在公共政策的制定、执行和变化的全过程中未能充分实现其应有价值而存在的。因此,应从公民与公共政策的关系角度构建完善行政制度、提升行政观念、改善行政行为。

At present,government credibility increasingly attracts the public’s attention.With the consideration of our country’s actual situation,government credibility is reflected through the relationship between citizen and public policy.Analyzing the issue of government credibility through this perspective,it is clearly revealed that government’s weaknesses from the aspects of administrative system,administrative concept,and administrative act,which contribute government credibility’s crisis,exist on the foundation of the inadequacy of citizen’s deserved significance in the process of public policy’s enactment,execution and changing.Therefore,policy suggestions,in terms of the improvement of administrative system’s construction,the refinement of administrative concept,and the amelioration of administrative act,should be proposed through the perspective of the relationship between citizen and public policy.
