《汽车产品召回监督管理条例》征求意见稿的出笼引起了社会各界的热议。这个具有法律效力的条例在千呼万唤之后推出在即,在充分肯定其积极意义的同时,笔者也建议应出台与之配套的、更行之有效的细则。
