徐建寅查验威海船械史实考

An Examination of Xu Jian-yin's Inspection of Warships and Weapons

1894年,日本海军在大东沟口外黄海海面突然袭击中国海军,中国战败。光绪皇帝召见徐建寅查验北洋海军,命将查验结果据实禀报督办军务处转奏,但朝廷未收到查验报告,直到《徐建寅上督办军务处查验北洋海军禀》手稿被发现,终于知道查验北洋海军的经过和内容,徐建寅在报告中详细表述了查验船械和清点弹药情况,访察海军主要军官优劣,沿途访问海军原定章程不妥之处,以及弊端陋习、近时军情、敌情等。可惜这个报告没有到达朝廷,致使北洋海军弊端陋习未能及时纠正。

In 1894,the Chinese navy was defeated by the Japanese navy on the Yellow Sea.Emperor Guang Xu decreed Xu Jian-yin investigate and inspect the North Marine Navy,but did not receive any report.Later Xu＇ s manuscript was discovered, revealing the process and content of his investigation and inspection.It was a pity that the report with the problems he had discovered failed to reach the court and that the malpractice of the North Marine was not corrected.
