推进湖南水库库区农业产业化的思考

Promotion of Agricultural Industrialization in Reservoir Area of Hunan Province

湖南是我国水库移民大省,水库移民仍是湖南省收入水平最低的人群之一。要加快移民收入增长,实现库区经济可持续发展,需要利用其资源禀赋,推进农业产业化。从分析库区农业产业化开发的现实条件及制约因素入手,指出了茶叶、水产、水果以及区域性特色产业等可作为当前主导产业进行培育。此外,应选择合适的产业组织形式及运作机制,政府管理部门除了制定相应的产业政策之外,还需要加强对产业的扶持和对移民的指导。

Hunan is one of important provinces of reservoir resettlement, and the reservoir immigrants are still one of groups with the lowest income in Hunan Province. To accelerate increase of farmers＇ income and realize sustainable development of economy in reservoir area, it should using resources in reservoir area to promote agricultural industrialization. From analyzing the realistic conditions and restrictive factors of agricultural industrialization in reservoir area, some suggestions were proposed that culturing the regional character industry （tea, aquatic products and fruits, etc.） as leading industry at present; selecting proper industrial organizational mode and operation mechanism; establishing corresponding industrial policies and strengthening the support for industry and the guide for immigrants.
