回顾了100年来日本保安林制度的建立与主要发展历程，论述了保安林事业的建设成就及其在治山治水、国土保全、防灾减灾、保障社会经济高速发展方面所发挥的重大作用，总结了促进林业生态建设的主要措施和成功经验，以供我国协调经济发展与环境改善步伐，制定相应林业政策时参考。

The establishment and development of Japan's protection forest system in the past 100 years arereviewed. The achievement of protection forest system and its key functions in harnessing hills and river,soil and water conservation, preventing natural calamities and disaster alleviation, safeguarding the socialand economic development in a high speed are described. The main measurement and experiments to promote forest ecology development are summed up in order to provide reference in coordinating the economicdevelopment and environment improvement, and make related forestry policies and strategies.
