摘要
人力资源合作社是农民以自己的人力资源作为合作对象组织起来的一种人力资源合作新形式。人力资源合作社在运行过程中应该遵循社员入社和退社的自愿与自由、社员民主管理的自助与自主、经营原则的稳健与服务,以及盈余共享与债务承担有限等运行原则,建立了人力资源合作社的注册与创建、组织结构、管理者遴选、经营运作和利益分配和债务承担,以及合作社合并、分立和解散机制,指出了人力资源合作社运营过程中应注意规范决策机制,加强全程社会监督,消除内部人控制等弊端,加强与政府、高等学校和科研院所的广泛合作。
Human-resources cooperative is a new form of cooperation, in which farmers are organized as human resources and cooperation partners. In the operation of human-resources cooperatives the following principles should be observed: free, open and voluntary accession and withdrawal, democratic management characterized by self-help and autonomy; steady operation and service, and profit and debt sharing. The mechanisms should be set up for the cooperatives' registration, creation, organizational structure, manager selecting, profit distribution and debt sharing, mergence, separation, dissolution, and so on. It is suggested that in the operation of human-resources cooperatives much attention be paid to regulating decision-making mechanisms, strengthening the whole-course social supervision, eliminating the drawbacks in internal control, and building extensive cooperations with governments, universities and research institutions.
