“新医改”中医疗服务的供求问题探析

Study on Supply and Demand Problems of Medical Service during the New Medical Reform

我国"新医改"方案突出了医疗服务的公益化取向与基本医疗政府主导性供给,以促进社会公平与和谐的目标的实现。但是,这里存在两个值得关注的问题,即有效供给不足与过度需求的问题。可能的解决思路是,政府主导并与市场有效配合,采取财政手段,对供给进行有效的利益激励,对社会资本进行吸引,发展医疗服务的多元化有效供给,以满足不同的医疗服务需求。

The new medical reform highlights the public welfare and government-dominant supply on fundamental medical treatments,so as to improve social equality and harmony.But there were two important problems need paying more attention,which were the problem between efficient supply and excess demand on fundamental medical treatments.The probable way to solve them may be that government and market should effectively cooperate through financial policy,encourage the supply and social private capital to develop multivariate medical service system to the different demands.
