中国高新技术产业研发效率及其影响因素——基于面板数据SFPF模型的实证研究 被引量:91

An empirical research on R&D efficiency and influence factors of China's high-tech industry-based on panel-data SFPF model

摘要 以2000—2007年中国高新技术产业研发活动为研究对象,分别建立不考虑/考虑影响因素的面板数据随机前沿生产函数(SFPF)模型对研发中间产出效率与最终产出效率进行测算,进而加以比较分析,并进一步探讨各影响因素对研发效率的具体效应。研究发现:(1)中国高新技术产业的研发效率与效率前沿相比存在较大差距;2003年以前研发的最终产出效率高于中间产出效率,而2003年以后结果正好相反;(2)在不考虑影响因素的前提下,中国高新技术产业各行业的研发效率普遍被低估;(3)中国高新技术产业研发效率受诸多因素影响,其中,市场结构、企业规模对研发中间产出效率和最终产出效率的作用存在显著差异。 Based on the RD activities of China's high-tech industry during 2000-2007,this study established panel-data SFPF model of influence factors and non-influence factors respectively to measure RD efficiency with intermediate output and final output distinguished.Then we compare and analyze the difference of various RD efficiencies and each factor's specific effect.We find that:(1) Compared with efficiency frontier,the RD efficiency of China's high-tech industry has potentials to improve;(2) Without considering influence factors,the RD efficiency of China's high-tech industry is low-estimated commonly;(3) the RD efficiency of China's high-tech industry are influenced by various factors,the market structure and the scale of enterprise make different effect on different RD efficiency.
