主体功能区划方法体系建构研究

Study on the Regionalization Methods’ System of Major Function Oriented Zoning in China

主体功能区划对地理学理论与方法创新提出了挑战。在研习区划理论和省级主体功能区划试点省实践的基础上发现：（1）主体功能区划既是综合性区域划分的方法与过程,又是其结果,同时,还是地域空间管制的科学方法之一。（2）现有方法研究集中在实践层面的具体方法上,且仍停留在实证主义和结构主义相融合的哲学基础上,缺乏对区划方法的人本主义探讨。（3）现有研究虽初步形成了主体功能区划的思路和程序,但区域功能判别和功能区域定界及指标体系构建仍未取得突破。基于此,首次提出了由区划哲学层次方法论、区划科学层次基本方法、区划实践层次具体方法构成三层一体的主体功能区划方法体系,深入阐述了方法体系中每层的功能及逻辑关联,各层方法的内涵、基本内容,梳理出区划实践层次具体方法的方法路线、区划技术程序及其关键步骤常用方法等一般模式。

The plan of the Essential Function Region System entails both theoretical and methodological innovation in the academic field of geography.But there are few documents devoted to the discussion of the geographical regionalization itself.The present article tries to probe into the regionalization methods＇system of Major Function Oriented Zoning（RMSOMFOZ）.Firstly,at the level of concept,it can be referred to a draft of regional division which meets some practical purposes,or a process a dividing region which adopts certain indexes and uses some techniques to divide an area into many inter-related sub-areas/regions,or the method to territorial spatial governance in term of function zoning.Secondly,the present studies are mainly concentrated on method at practice with concrete aspect,also stayed on the philosophical foundation of integration of the positivism and structuralism,lacked discussion the humanism to zoning method.Though,the present studies have formed the route and procedure of zoning,but the methods of differentiation demarkation to the function region and construction of the index system were not made the break-through.Based on these findings,firstly,the study constructs RMSOMFOZ which was made up of methodology,general method,concrete method and technology in practice,which were consanguineous logic;Secondly,expatiates the connotation and basic content for every level method;Thirdly,illustrates the general pattern of the planning route,procedure and pivotal steps for the practice level concrete method.
