Goals and Strategies to Expand China's Domestic Demand

中国扩大内需应以提高家庭消费率和劳动者报酬、促进城镇化和发展第三产业为目标。探讨家庭、企业和政府可持续发展的途径,不同的途径对扩大内需会产生不同的影响。可以使用的手段有:考虑对西部地区减税,提高工资水平同时不致使劳动岗位减少,优先减少企业社会保险缴费的负担,并将部分国有企业的利润投入到社会保障中去,进行政府公共部门的改革。日本的经验表明,扩大内需是一个长期的过程,应根据实际情况调整目标和实现的途径。

In order to expand China＇s domestic demand,China should raise the household consumption ratio and labor income,and promote urbanization and service industries.This paper discusses approaches to the sustainable development of household,firms and government and holds the view that different approaches will have different effects on the expansion of domestic demand.It proposes that labor income reductions in western regions should be restricted.Wages should be raised without the reduction of the labor force,the burden of social security insurance to firm be relieved and some profits of SOE should be put into social security system and public sectors of the government be reformed.The experience in Japan indicates that the expansion of domestic demand is a long process,so goals and strategies can be adjusted in accordance with the actual situation.
