基于机制设计理论的企业自主创新促进机制研究

摘要 近年来,国家将自主创新确立为发展战略,并制定了一系列的激励措施。但是,由于现有的自主创新激励机制并不同时具备机制设计所设定的三个约束条件,企业界对国家的自主创新战略响应不够积极。文章根据机制设计理论,从"技术可行性"(机制设计者目标在技术上可行)、"参与约束"(人们自愿参与)和"激励相容约束"(人们自愿付出实现目标的努力)三个方面进行企业自主创新促进机制的建设,使得企业具备自主创新的能力,自愿参与自主创新、自觉实施自主创新战略,并主动为实现国家的自主创新发展战略而努力。 Though we established independent innovation as our national development strategy, and drew up a series of incentive principles and policies, recently. The business community have not actively respond to the government's call lacking any of constraint conditions of the Mechanism Design Theory. Based on the Mechanism Design Theory, we develop incentive principles and policies of independent innovation in the view of technical feasibility, participation constraint and incentive compatibility constraint. Under the new incentive mechanism, enterpri- ses will improve their technological innovative capabilities, engage in independent innovation and implement independent innovation strategies voluntarily, and take the initiative in accomplishing our national development strategy of independent innovation.
